Employers participating in the Maryland State Retirement and Pension System make up two cost-sharing pools: the State Pool and the Municipal Pool.
- The State Pool consists of Maryland state agencies, boards of education, community colleges and libraries.
- The Municipal Pool includes the 133 active and 20 withdrawn participating governmental units that have elected to join the system.
For actuarial valuation and funding purposes, neither pool shares in each other’s actuarial liabilities. Municipal Pool participants cost-share in the liabilities of only the Municipal Pool, which receives a separate annual actuarial valuation in order to determine the funding levels and actuarial liabilities of the Municipal Pool. The Municipal Pool covers employees of more than 150 political subdivisions and other entities within the State.
